Carlisle
My client is looking for an experienced Senior Estates Officer to join their team in Carlisle. This is a permanent role offering excellent salary and benefits and there is the possibility of hybrid working, dependant on your location.
The Role
- To provide technical and specialist advice on the building services environment, engineering infrastructure and buildings.
- To provide an effective maintenance service, minor and capital works service and guidance in respect of planning and development of the Trust.
- To manage multi-disciplinary teams comprising:-
- Estates Officers (Building/Engineering)
- Supervisors
- Mechanical and Electrical crafts-persons
- Building crafts-persons
- Contractors
- To provide financial and personnel management of the Estates engineering and building function accountable to the post, and to maintain up to date knowledge of developments within the Estates environment.
- To manage the engineering services to ensure compliance with relevant statutory, mandatory, ACOP's, HTM's, HGN's and HBN's. To undertake and be formally appointed in the official role of Authorised Person and Designated Responsible Officer to maintain full compliance with these documents and statutory Legislation.
- To develop and implement key performance indicators for staff and services under this posts control and to advise the Operational Estates Manager on issues of non compliance with agreed levels of performance.
- Undertake and manage major and minor works and building & engineering improvement capital projects including responsibility for project budgets, programmes, co-ordination and commissioning up to circa £1m.
- Provide sound and demonstrable knowledge and advice to Capital project teams to support and ensure compliance of new capital schemes with operational maintenance requirements.
- Undertake condition surveys and assessment to ensure building and engineering assets are maintained at acceptable and appropriate standards.
- Decipher and interpret results in order to instigate and deliver remedial works to ensure safe and efficient operation of systems and wider estate. Interpret and understand technical test results of specialist engineering and building systems in order to determine lifecycle and maintenance requirements.
- Ensure value for money when agreeing remedial or replacement works to engineering systems.
- Produce highly technical specifications for complex engineering hospital environments ensuring compliance with statutory and mandatory regulations, HTM, HBN and H&S, all within budgetary restraints and in line with the companies Group standards and current procurement regulations.
- Be expected to produce work to a consistently high standard of work across the whole range of duties and applications required. Shall undertake additional training as necessary in order to fulfil the requirements of the post, satisfy new regulations/legislation or to further develop the duties.
- The post holder is required to maintain a programme of continual professional development (CPD) to ensure current best practice is achieved.
- To participate as an Estates Officer in the out of hours and weekend on call rota, acting as Estates responsible person for all building and engineering emergency situations.
- Overseeing corrective action and determining appropriate level of response to at designated owned or occupied Trust properties to ensure a safe and functionally suitable environment for patients, staff and visitors.
- To be flexible in the provision of cover when colleagues on the rota are unavailable (holidays/sickness).
- To participate in the Estates Department return to work system, this may necessitate returning to work to attend to emergency situations, which can't be dealt with solely by colleagues.
- Facilitate and cascade information to the team e.g Team Brief, meetings etc. providing a regular briefing in relation to performance, service developments and change management. Act as Deputy for the Operational Estates Manager when required
