Building Estates Officer

Across Sites (Sunderland & Carlisle) 

Salary £43742 - £50056

Our client is looking for a Building Estates Officer to join their estates team. This role will be based 2 days on a site in Sunderland and 3 days in Carlisle, so you must be a driver. 

The Role 


  • To manage contractors and a direct labour force carrying out the operation and maintenance of the systems listed below.

    • Building and joinery crafts-persons
    • Other Estates crafts-persons
    • Contractors
    • Specialist services

     

  • Undertake condition surveys and assessments to ensure assets are maintained at acceptable and appropriate standards.
  • To co-ordinate and control the Building maintenance across the estate in Carlisle and in Sunderland, ensuring all work is complete to the required standards, timescales and costs.
  • To assist Estates Senior Officers/ Operational Estates Manager and other Company employees in the provision of an efficient Estates Department to achieve the organisations objectives.
  • To manage the building direct labour force and external contractors to ensure satisfactory compliance with statutory/mandatory requirements and service level agreements are met.
  • To ensure the most efficient and cost-effective use of the direct labour force and contract labour is achieved in order to meet the objectives of the Estates Department.
  • Responsible for minor projects undertaken by DLF and outside contractors, involving identifying customer needs, writing specifications, tendering, Clerk of Works and commissioning when required by the Operational Estates Manager.
  • Purchasing of spare parts, equipment and services to ensure the Company gets best value from competitive price, delivery and correct quality.
  • Ensure desired internal environments are maintained.
  • Compile reports, carry out feasibility studies and audits and identify risk areas and the necessary action required to minimise the hazards including capital and revenue implications, when requested by Senior Estates Officers.
  • To be aware of the implications of the latest statutory legislation, building regulations, health and safety requirements and to evaluate how the Company and its partners can comply with cost and resource implications.
  • Shall be prepared to undertake additional training in order to fulfil the requirements of the post, satisfy new regulations/legislation or to further to develop the duties.
  • The post will also be responsible for the training of others as a result of training attended.
  • The post holder is required to maintain a programme of continual professional development (CPD) to ensure current best practice is achieved.
  • To participate as an Estates Officer in the out of hours and weekend on call rota
  • To be flexible in the provision of cover when colleagues on the rota are unavailable (holidays/sickness).
  • To participate in the Estates Department return to work system, this may necessitate returning to work to attend to emergency situations, which can't be dealt with solely by colleagues. 

Qualifications & Education


  • HNC or equivalent in a building or construction discipline
  • A recognised Apprenticeship
  • The ability to control workload and motivate multi disciplined workforce
  • Must have knowledge of all relevant legislations such as H&S at work, COSHH
  • Experience of building design and construction, H&S, asbestos and hazardous/general waste regulations, specialist building services ( anti ligature, specialist glazing etc)
  • Full driving licence
  • Any experience of working in a healthcare environment would be advantageous.
